For several years now, the city of Leuven has been organizing an integrated activation program aimed at foreign-language newcomers who are far removed from the labor market. Via the integrated activation route, a total package is offered in which the various partners complement and reinforce each other. The pathway includes different components: basic package (Dutch, mathematics, ICT), professional orientation, individual orientation, leisure time and social participation. To offer these components, the city of Leuven collaborates with several partners to offer these components. The result is an almost full-time pathway of 1 school year that functions as a preliminary to a subsequent pathway in terms of professional career (education, training and/or employment). From a broad partnership, input is gathered for a realistic future perspective for each individual participant. The focus in the pathways is on information and orientation. This integrated activation trajectory is an opportunity and is set up in a goal-oriented way: at the end, each participant has a realistic educational-professional trajectory proposal.  The result must effectively mean reinforcement: a better and smoother transfer to and connection of young adult newcomers, with an enhanced profile, to suitable educational and/or professional follow-up programs. Approximately 80 people a year take part in this activation route (four groups of 20 people each).

The City of Leuven wishes to have an impact measurement carried out on the level of the participants; the partner network; and the concept of the program. The city of Leuven indicates that the impact measurement should be scientifically underpinned (setting up reliable measurement and evaluation methods). Based on this research, the city of Leuven expects formulated recommendations on the concrete and practice-oriented approach and concept of the activation route. These recommendations should be aimed at improving and adjusting the organization and implementation of the activation route. To this end, strategic input towards policy is expected based on this research.
